The sunburst effect in Corel PSP is an effect that attempts to emulate a Sun Flare that can naturally happen when photographing outside.  Sometimes if you are photographing into the sun you might get a reflection or bounce of light into your lens.  This can create small circles and streaks of light in your photograph.  That is a lens flare.   Sometimes you can stop this from happening by using a lens hood or a polarizing filter on the front of your lens.  Here is a lens flare EXAMPLE:
